Born in 1864, Hong, Deok-mun, a Patriot at the near end of Josun dynasty, was arrested by the Japanese police while directing demonstration protests against Japanese colonial rule as the head of a crowd of a thousand or so on February 25, 1919 by the lunar calendar, a market day. He died at his home at Geolsan-dong as the result of savage tortures by the Japanese on May 17, 1923. In 1975, Dongducheon senior association organized the Memorial association for man of merit of Independence movement (chairman Kim, Suk-gyoem), and they collected money to make this memorial monument. Also on June 1st, 1991, a monument house was built to pat a tribute to Hong, Duk-mun’s patriotism by Dongducheon local patriotism union.
